For coming to study here, here's the short procedure :

1) get the pré-inscription from the school as above

1-1) How to get it ?
->connect on the website of the school. Normally the school opens their website registration from end of Feb till June
->s'inscrire by completing the form and poste your candidature
->the school responsible will contact you for the interview if your application is interested by the school
->if interview and qualification passed, then you got the pré-inscription

1-2) Which school ?
there r 2 options for u:

-Ecole d'ingénieur :
good point: the reputation is good and good if u wanna find some work here after, bad point : difficult to get in and expensive
->1st year (3 years of study) -> from €2000/year
->Mastère spécialisé (1 year of study) -> from €6000/year

-Université
good point: easy to get in, cheap. bad point: reputation is not so good
->1st year (3 years for license) -> from €500/year ?
->License (1 years of study) -> from €500/year ?
->Master recherche (2 years of study) -> less than €1000/year
->Master professionel (2 years of study) -> less than €1000/year
-> Doctorat (many years) -> you got the scholarship from the government at least €1200/month

But which school ?
Well, you can try INSA Rennes or Lyon as they know ITC. Or try other school by specialty: Informatique, Réseaux, Télécom...
For universities: Try Université de La Rochelle as they know ITC for more info, i recommand you to contact our friends studying up there. Or if you want to find some in Paris: Université Jussieu, Université Pierre et Marie Curie

2) Once you got the pré-inscription, take it to Service Coopération et d'Action Culturelle de l'ambassade de France for instruction.
They will give u a list of document:

-your ressource (maybe bank account)
-your attestation d'hébergement : normally the school can arrange that for you
-...

When you got those documents, go again for the test and finally they will give you the Visa Etudiant if you pass

3) How does it cost for living ?
-Accommodation : depending on the place (Paris more expensive) house rent €300/month, food €100/month
-transport let's say €50/month (optionnal)
-Securité sociale : about €100/year

but as a student, you can ask for the accommodation help from the Caisse Allocation Familiale. So they can help up to 50% of the house rent.

As a student, you can also do some job.

And, if you choose the school program for example Mastère Spécialisé, you study 6 months in the campus and 6 months for internship so that you can get income for about €1000 net/month.
